STATEMENT OF THE APPEAL PROCESS
The purpose of this hearing is to allow anyone concerned with an Appeal to the Zoning Board of Adjustment to present evidence for or against the Appeal. This evidence may be in the form of an opinion rather than an established fact; however, it should support the grounds that the Board must consider when making a determination. The purpose of the hearing is not to gauge the sentiment of the public or to hear personal reasons why individuals are for or against an appeal, but all facts and opinions based on reasonable assumptions will be considered. In the case of an appeal for a Variance, the Board must determine facts bearing upon the five criteria as set forth in the State’s Statutes. For a Special Exception, the Board must ascertain whether each of the standards set forth in the Zoning Ordinance have been or will be met.

By-Laws and Application Appeal Guide
Notice is hereby given of Public Hearings to be held on Thursday, May 2, 2024, at the Zoning board of Adjustment (ZBA) meeting starting at 6:00 p.m. in the Alton Town Hall, as follows:
PUBLIC HEARING following hearings on applications, to consider the adoption of the proposed amendments to the Town of Alton Zoning Board of Adjustment (ZBA) By-Laws. The proposed amendments will provide members guidance on where to look for rules not listed in said document, how vacancies are filled, when the clerk would fill in for the chair, meeting end time, where public postings are posted, and some grammatical changes.
PUBLIC HEARING IMMEDIATELY FOLLOWING, to consider the adoption of the proposed amendments to the Town of Alton Zoning Board of Adjustment (ZBA) Appeal Application Guide. The proposed amendments include sections of the Zoning Ordinance that have specific criteria for Special Exceptions beyond general criteria, extending the deadline date for new application submissions, increase the number of plan copies submitted with application, what features should be shown on a plan, noticing all entities whose seal appears on plans submitted, the need to include a certified mail receipt for each certified abutter envelope, highly recommending to applicants to meet with staff prior to application submission to ensure of no unnecessary delays in appearing before the Board, add field for agent information on the application, updates to the Application Checklist the coincide with amendments listed above, updates to the Application Fee Schedule, and some grammatical changes.
Full text copies of the proposed By-Laws and Appeal Application Guide are available at the Town Hall Planning Department, free of charge, during regular business hours; are on the Town's website at www.alton.nh.gov; and will be available at the public hearing.
